The City of Tigard Public Works is looking to change the Street Maintenance Fee Structure. Last week, they held a listening session on this topic. The Tigard Chamber helped bring businesses to the table, but we know that as a business owner with a hectic schedule, you can’t attend every meeting. Please read this blog to get caught up on what you missed! If you have questions or concerns, please reach out to the Tigard Chamber of Commerce staff or the elected officials of the City of Tigard, as this will go before council in January. All feedback is crucial for us to advocate on behalf of businesses.
Currently, street maintenance fees are listed on your utility billing invoice and are based on the number of parking spots your business has. The city is examining other billing structures since parking is no longer required with new developments. Street Maintenance Fees are responsible for paying for street upkeep and repairs on City of Tigard-owned roads.
This new fee structure will be based on the number of trips generated by residential and non-residential. One goal is to keep single-family bills roughly the same (approximately $7.50/month). Multi-family (apartments and condos) and manufactured homes have slightly lower trip generation rates and will have a lower per-unit rate. For Non-residential, the new fee will be based on the number of trips generated by the business and the building footprint. Taxlots will be sorted into a trip generation category based on the type of business. The category’s trip rate times the square footage of the lot will determine the new Street Maintenance Fee.
The exact categories that non-residential will be sorted into for Tigard aren’t yet determined. However, when looking at other cities that use this model, some examples of categories include Manufacturing or Restaurants. A manufacturer would pay the fee based on their square footage times the amount calculated for the manufacturing category.
